Liquor Policy Relaxed First

During his first term (2005-10), CM Nitish Kumar relaxed the state’s liquor policy in 2008 and increased excise revenue to Rs 6000 crore in 2015. Which was only Rs 500 crore till the year 2006.

Actually, in the month of November 2005, when Nitish Kumar took over as CM of Bihar, his thinking on alcohol policy was completely different. He used two methods to increase income. The first of these was to promote the registration of land and flats and to relax the liquor policy.

Permission was given at that time to open liquor stores in panchayats. As a result, the state’s excise revenue began to increase. Although this step by the CM was also harshly criticized, the government remained firm on it.

Loss of crores of rupees every month after liquor ban
According to a BBC report, RCP Singh, a former ally of Nitish Kumar and now a split from JDU, alleges that since the implementation of the ban law in the state, there is a loss of revenue of around six billion rupees every month. Deputy Chief Minister Tejashwi Yadav also raised the issue of lost income while he was in opposition.

The CM implemented the prohibition law in 2016. The law entered into force but its implementation failed. This law has been amended a total of three times so far. It is prohibited to buy and sell liquor in Bihar. The state government has placed the responsibility on the police and excise department to stop the illegal liquor trade.

How did the idea for the ban come about?

The idea for the ban came to Nitish Kumar when large numbers of women began to attend his public gatherings. Many of the women complained that their husbands beat them when they were drunk. The CM listened to these pleas and banned the liquor to gain the support of the women.

In many of its statements, the Nitish government has said that it has implemented the ban law with women’s demands in mind. The effect of this was that Bihar’s women voters leaned in favor of Nitish. According to CSDS data, in 2010 the JDU-BJP alliance won the biggest victory. At the time, 39 percent of women voted for NDA.

Following this, in the 2015 assembly election, Nitish Kumar joined RJD and once again won. In this election, she obtained 42 percent of the women’s votes.

However, looking at these figures, the majority of women voters had voted for CM Nitish Kumar at the beginning of the liquor ban, but now this effect is gradually diminishing. In the last elections, the CM is not seeing much support from women.

People die every year due to poisonous liquor.

The alcoholic beverage prohibition law has been in force in Bihar since 2016. But despite this, the ravages of poisonous liquor continue in the state. In the past 6 years, 202 people have died from drinking bogus liquor.

Maximum 90 deaths in 2021

Bihar had the peak number of 90 deaths in 2021 due to spurious liquor consumption. In 2020, 9 have died in the state in 2019, 9 in 2018, 8 in 2017 and 13 in 2016. While in 2022, so far 67 people have died from drinking spurious liquor. Most of the deaths occurred in Gopalganj, Chhapra, Bettiah and Muzaffarpur districts.

6,172 deaths in the country in 6 years

According to the central government, from 2016 to 2022, 6,172 people have died from drinking spurious liquor in India. In response to a question in Lok Sabha, Minister of State for Household Nityanand Rai said: 1,054 people died in 2016, 1,510 in 2017, 1,365 in 2018, 1,296 in 2019 and 947 in 2020 after drinking spurious liquor.
