There were 56 groups in Zilla Parishad until the last general election. The Panchayat Samiti consisted of 112 gana. Those elections were held according to the 2001 census. Now, according to the 2011 census, the next general elections of Zilla Parishad and Panchayat Samiti will be held and the number of groups and gana has increased in proportion to the population. It has been decided to increase the number of 6 groups and 12 wins in the district. Meanwhile, the Supreme Court had ordered unqualified OBC elections to be held after the term of Zilla Parishad members expired. However, the state government issued a notice in this regard and assumed the authority to form model rooms. Previously, the state Electoral Commission had started the electoral process. However, the process was postponed again due to the notification from the state government, but now the state election commission issued a notification to fix the program for the formation of model districts. Therefore, although no concrete decision has yet been made regarding the OBC reservation, the number of groups and counties has reached a critical point. According to the notification from the State Commissioner of Elections, the draft of Zilla Parishad and Panchayat Samiti has been published. Objections have been received from the District Collector by June 8 and the Division Commissioner will make a decision on objections and suggestions received by June 22. After that, the final composition of the district will be published in the Government Gazette on June 27. Prior to that, on May 23, the district was divided into groups and recounts and presented to the Division Commissioner. On May 31, the Divisional Commissioner approved the draft ward formation and all eyes are on the final ward formation.
Although the District Collector has released the draft ward structure based on the notification from the State Election Commission, the decision on the OBC reservation has not yet been made. Some leaders in the state say the election will go ahead under the OBC’s reservation. However, as the Electoral Commission started the process even before the decision was made, some OBC leaders are concerned. It is known that if a decision is made on the OBC reservation during this process, the elections will be held accordingly.
