The impending water crisis in Maharashtra in the near future has worried people who are already reeling from the heat. The debate over the water crisis, which began in late May, began in late April this year. Maharashtra has not seen such a harsh summer in the last few years and this year is going to be a nightmare for everyone. This naturally affects water consumption and reduces water reserves due to water evaporation. Water storage has dropped by 27 percent over the past two months due to rising temperatures. This ratio is much higher than the previous one. During this period the water storage in the dam usually decreases by five to seven per cent per month. That number has tripled this year. Despite the increase in water consumption due to extreme heat, the right share of water is still not available to everyone in all parts of the state. Initially the rulers gave an accurate measure of the urban area by showing the differences between the urban and rural areas in terms of water consumption. In cities it is expected to be 150 liters of water per day, while in rural areas it is kept at 135 liters. Not everyone gets that much water. As the water problem for agriculture, industry and livestock becomes more acute than human consumption, the water use plan only appears on paper. A state with uneven rainfall like Maharashtra should plan every drop that falls on the earth. When providing clean drinking water, arrangements should be made to implement wastewater recycling schemes.

Three to four heat waves have hit Marathwada, Vidarbha, Konkan and northern Maharashtra in the last two months. Maximum temperatures across the state were recorded above average. Despite good rains last year and plenty of water reserves in dams in the state with 15 months of torrential rains, negotiations have begun for two months starting in May this year. Because the water supply in the state is 44 per cent, it has to be supplied for at least two months. Although the Meteorological Department has forecast good rains this year, the experience of the last few years is unlikely to bring good rains in June. In addition, the availability of water did not increase slightly due to the lack of pre-monsoon rains in April. Water storage in Pune division has declined the most in the state in the last two months. This ratio is 38%. The same ratio continued at 24% in Nashik division and 21% in Marathwada. Despite the increase in water consumption and evaporation, water concerns will continue in the state until the onset of the monsoon season and adequate water supply. It is natural that people from all walks of life are now in dire straits as there is not enough water for any area in the priority order of drinking water, water for agriculture and water for industries. Seven years ago water had to be sent by train from Mirza to Latur. No one talks about what happened after that about the sustainable water supply plan. The water crisis, which is expected to pick up speed again after the coronation period, is likely to hit it hard. Water use planning has not been taken seriously for the past six decades, and can be easily seen from many water-drinking sugarcane growers.

According to the Agricultural Costs and Prices Commission (CACP), sugarcane cultivation in Maharashtra is less than four per cent of the total crop area in the state. But for this very small area, 70% of the total water available for irrigation is used. Considering this horrific fact, one can understand why there is a need to grind about 4 million tonnes of sugarcane in the state even today. This year, sugarcane has spread over 12 lakh 32 thousand hectares in the state. With a production capacity of 113 tonnes per hectare, it is estimated that 1.3 million tonnes of sugarcane will be available for crushing in 2021-22. About 1.1 million tonnes were crushed last season. 1257 lakh tonnes of crushing was completed by 100 co-operative societies and 99 private factories. However, there are still 4 million tonnes of sugarcane waiting to be sifted. The crushing season of sugar mills ends in late April, the first fortnight of May. This will continue until the end of the month this year. Therefore, sugar production is likely to reach 140 lakh tonnes. Sugar factories are more numerous in the drought-prone districts. That is why there are more sugar factories in the drought-hit district of Solapur. Statistics from a report released by the South Asia Network on Dams, Rivers and Peoples (Sandrop) research show how water planning has failed. During the year 2012-13, 28 sugar mills crushed 126.25 lakh tonnes of sugarcane in Solapur district during the severe drought of 1972. During that year there were 200 cattle camps in Solapur district and almost 150 villages were completely dependent on tanker water. The Maharashtra Water and Irrigation Commission has given clear directions to ban sugarcane cultivation in deficient areas like Solapur in view of rains. However, the area under sugarcane cultivation in Solapur district has increased by 160% since 2005. The water rate from the Ujani Dam that supplies water to Solapur has been declining for the past two months. The situation is very low in all the districts of the state.

The CAG questioned how the Sugar Commission would allow new sugar mills when water was not available. The number of sugar factories in Maharashtra during the year 1982-83 was 78. It has increased over 190 in the last 40 years. Every MP wants under his heel three systems in his constituency namely sugar factory, co-operative bank and educational institutions. The sugar factories were allowed to live up to their expectations. The state government in 2017 made drip irrigation mandatory for sugarcane cultivation. However, no ruling party has taken its implementation seriously. The statistics on useful water in dams are fraudulent, so experts have observed it many times, but they have ignored it and tried to push the same statistics further. How can the estimate of how much water is stored in a dam remain the same even after many decades? As silt accumulates in dams, its water reserves are reduced, however, by temporary dressing by showing a picture of sufficient water reserves on paper. The water crisis is likely to intensify in the coming years due to climate change. The water plan did not last for eight months despite adequate rainfall. The water crisis in the state is due to the non-implementation of the rules beyond politics.
