The Supreme Court on Wednesday issued a notice to the central government on the petition challenging that President's order that Assam was kept away from the Inner Line Permit (ILP) system. The petitions have been filed by two student organizations in Assam. It is worth mentioning that the Bengal Eastern Frontier Regulation, 1873 was amended by Presidential Order last year and ILP was implemented in Manipur under it but it was refused to be implemented in Assam. Due to which Assam could not get protection from the Citizenship Amendment Act (CAA). A bench of Chief Justice SA Bobde, Justice AS Bopanna and Justice Hrishikesh Rai decided to consider trial on these petitions but refused to stay the presidential order.
Senior advocate Vikas Singh, appearing for the petitioner organizations, said that this issue is related to the inner line permit. She pleaded with the bench to stop the President's order but the bench said that she cannot stop without hearing the other side.
The bench will now hear the matter after two weeks. It is known that people of other states have to get permission to come to the states where ILP system is in force. In such states, local people get relief in other matters including land, jobs.
The President's order of December 11 last year has been challenged in petitions filed by All Tai Ahom Students' Union and Assam Racist Youth Students Council. The petition stated that this order is unconstitutional.
